Disable “What’s new in Chrome” tab

After the latest update, every time I turn my Chromebook on I get the "What's new in Chrome tab" that usually shows up after a new update if you click on the notification.

I checked my chrome settings and it's set to "open where you left off". I make sure to always close this tab but every time I turn my Chromebook on it's there.

The "address" is chrome://whats-new/?auto=true so I know it's a setting somewhere but I can't figure out where! I have tried changing it to chrome://whats-new/?auto=false but it doesn't make a difference, it's still there the next time.

Does anyone know how to disable it?
